The self-acclaimed farmer was at the constituency office on Thursday to file his forms.
The long-time candidate of the largest opposition party, Delali Kwasi Brempong, failed to pick the GH¢2,000 forms to contest again.
Mr Dumelo and Suzzy Afua Adoboe were the only aspirants to pick nomination forms last week to contest the primary on Saturday, August 24.
The two will, however, be vetted on Wednesday or Thursday in order to get all-clear for the primary.
Mr Dumelo was one of the key celebrity activists of the NDC in the run-up to the 2012 and 2016 elections.
He was part of the campaign retinue of flagbearer John Dramani Mahama during the 2016 campaign.
If elected on August 24, he is likely to come up against Lydia Seyram Alhassan, the widow of Emmanuel Kyeremanteng Agyarko who won the much-talked about January 31 by-election.
