The Deputy Chairperson of Operations at the Electoral Commission (EC), Amadu Sulley, has written a ‘love’ memo to his Madam, Charlotte Osei, requesting her to recognise his official presence in the office after resuming from her leave.
In the memo dated July 27 and copied to all commission members and headquarters directors, Amadu Sulley craved the indulgence of the EC Chairperson to act in accordance with the structures of the Commission.
Amadu Sulley’s ‘love’ demand comes on the back of damning allegations his Madam, Charlotte Osei, had made against him and other deputies.
Amadu Sulley explained that though the Commission’s organisational structure allows the other deputy to act in the absence of any of the deputies, Mrs. Charlotte Osei has refused to go by this directive, and is rather dealing with the Director of Human Resource, Samuel Boadu, in the absence of the Deputy Chairperson in-charge of Corporate Services.
He said: “Per the organisational structure of the Commission, in the absence of any of the Deputies, the other Deputy acts on behalf of him/her. It is, therefore, unfortunate that you have resorted to use the Director of Human Resource (Mr. Samuel Boadu) as your Deputy, contrary to administrative procedure.”
The memo, captioned: ‘Non-recognition of my official presence’, stated in part: “It will be recalled that on 5th July, 2017, you wrote to the Deputy Chairperson, Corporate Services, to proceed on leave following EOCO’s directive. I wrote to reschedule my leave on 15th June, 2017.
“On the 20th June, 2017, the first Deputy Chairperson, Corporate Services, wrote to recall me from leave. I have been in the office since then.”
Bemoaning the new string of accusations contained in the memo, Amadu Sulley, consequently, wants Mrs. Charlotte Osei to cease engaging other officials over responsibilities that fall within his domain.
Mrs. Charlotte Osei and her deputies are in the news for a clash over a number of issues, including allegations and counter-allegations against each other.
Mrs. Charlotte Osei had accused Amadu Sulley of effecting illegal vote transfers from his office on the voter management system.
She stated that such an action was in breach of the law and operational policies of the Commission, adding that it could have major implications for the integrity of the work of the Commission, and constitutes abuse of office.
The EC’s tensions came into the public domain after some employees of the Commission petitioned President Akufo-Addo to fire Mrs. Charlotte Osei for alleged financial malfeasance.
Among the allegations, the aggrieved employees claimed that Mrs. Osei awarded a GH¢3.9 million contract for work on an office complex without consulting the Commission.
However, Mrs. Osei rubbished the allegations in an ample response to the employees, and went on to shoot some accusations at Amadu Sulley.
These alleged corrupt allegations against Charlotte Osei incensed her to sue the lawyer for the said employees, Maxwell Opoku-Agyemang, for making what she described as unsubstantiated allegations against her.
