Nana Osei Asibey Bonsu, the Municipal Chief Executive (MCE) for Kwabre East in the Ashanti region has entreated members of the Assembly to team up with management and ensure that the aspirations of the people in the municipality are fulfilled.
According to him, section 81 (1) of the Local Governance Act 936 of 2016 provides that departments of a District Assembly shall collaborate and cooperate with non-decentralised departments, state-owned enterprises and public corporations operating in the district to ensure co-ordinated approach to the development and management of the district.
To achieve this, he stressed the need to avoid duplication and ensure a more convenient and cost effective implementation of programmes and projects.
The MCE said, while addressing the 1st session of the 8th Assembly, that the Act intends to promote good governance through participation and accountability with strong viable stakeholder involvement and tasked members to come together as a united force to clarify and strengthen the roles and relationships between private sector institutions non-state actors such as traditional Authority and civil society groups in local governance that impact positively on the development of the municipality.
He expressed the need to be conscious of the grave responsibility placed on members by the people of the municipality to endeavor to fulfill their hopes and aspirations.
He disclosed that the entire administration system and service delivery have been generally efficient and effective as a result of the collaboration, openness, transparency and accountability principle his administration has adopted.
The MCE said there is a cordial relationship between staff and community members, and expressed the hope that there will be more improvement in the relationship between key stakeholders of the Assembly.
He enumerated some of the achievements by the Assembly as 100% score in the 2018 DPAT assessment which took place last year, 100% of all statutory reports prepared in line with their legal requirement submitted to the appropriate institutions.
He added that the Assembly was able to achieve 100% of decision and resolutions passed in the last general Assembly and referred to the appropriate Departments in consonance with the resolution, while all cases referred to the Public Relations Complaints Committee through the clients’ office, have been addressed to the satisfaction of the complainants.
He indicated that 90% of all applications for building permits have been processed and qualified applicants granted approval for Development and 100% of goods and services procured by the Assembly are all in consonance with the approved procurement plan.
He underscored that the Assembly has strategically positioned itself to implement the paperless administration system envisioned by management, in view of which the Assembly has created a Whatsapp group, including various committees like sub-committees for core management where minutes and reports and all other correspondence are sent to staff via the platform.
The MCE also revealed that the Assembly instituted a lot of measures and strategies at the beginning of the 2020 financial year in order to improve upon its revenue generation in the 2020 financial year to enable it finance developmental projects and also implement policies in the Annual Action Plan.
