Kwasi Kwarteng, the Public Relations Officer (PRO) at the Ministry of Education, has clarified that the Ministry is not introducing new uniforms for all basic junior high schools in Ghana.
He said the initiative will target some selected model junior high schools.
According to the Minister for Education, Dr. Yaw Osei Adutwum, the government, as part of efforts to give basic education in Ghana a facelift, intends to repaint basic schools in blue and white as well as new uniforms.
Addressing students at a symposium dubbed ‘The Free SHS Story’ in Accra on Thursday, April 25, the Bosomtwe legislator noted, “We are switching to blue and white. We are painting all the schools to give it an attractive outlook. This is the transformation Ghana deserves and it is coming.”
According to Dr. Yaw Adutwum, this is part of “many transformational initiatives to revive basic education and make it attractive in the country.”

But Mr. Kwarteng said it’s not for all basic schools in the country, emphasising that the perspective within which the Minister made the remarks should be taken into consideration.
Kwasi Kwarteng spoke on TV3’s News Central programme on Friday, April 26.
“Broadly, the context within which a statement is made cannot be ignored,” he said.
“The ministry is not saying we are going to introduce uniforms across all schools in the country, no. We have model junior high schools that we are building. And as a way of boosting public confidence, not necessarily public confidence alone but of course we are introducing something new.

“On many occasions, the minister himself has rightly admitted that the basic schools, particularly the junior high school, have always been the weakest link within our education landscape and the fact that it needs some aggressive intervention and revolution in terms of infrastructure, deepening quality and access,” said Kwasi Kwarteng.
Furthermore, he explained that the minister showed pictures and videos of some infrastructure regarding these 21st-century model schools at the JHS level.
“It is just about facelifting new schools that are going to come up. For instance, at the senior high schools, where students have different uniforms,” he told TV3’s Mawuena Egbeta.
Meanwhile, the Executive Secretary of the Institute for Education Studies (IFEST-Ghana), Dr. Peter Partey Anti, has opposed the move by the Ministry of Education to change the uniforms for basic schools.
He says this should not be an issue for the government at the moment because there are other pressing needs in basic education
“It’s not an issue we should even be thinking about right now, we have pressing needs in our basic school system. Policies in the education sector aren’t for a select few but for the whole nation. The government needs to sit up,” he told Alfred Ocansey on Ghana Tonight programme on TV3 on Thursday, April 25.
