The 2019 Scheme of Service Training for Civil servants who are due for promotion has commenced at the Civil Service Training Centre in Accra, Monday.
The five-day training, which is prerequisite for a promotion interview, also aimed at building the capacity of civil servants as they move to senior level grade.
A Director in charge of Recruitment and Promotions, Office of the Head of Civil Service, Mr. John Agbeko, at the opening ceremony explained that the training was to prepare the trainees to function better for the higher task they would be assigned to in their careers in the service.
He charged the trainees to be very studious, stating that trainees would be assessed based on their work and the training they were receiving. Mr. Agbeko observed that some people drafted actions plans that they could not implement, therefore, the training was expected to help the participants to come out with implementable actions plans.
A Deputy Director in charge of Finance and Administration, Information Services Department, Mr. David Owusu-Amoah, recounted the years where employees who were due for promotion did not have access to training as it was then limited to a particular class in the service.
To be very efficient for the higher task, he underscored the need for the trainees to always be prepared to add value to themselves to take up the mantle of leadership in their various workplaces.
According to him, the success and failure of their institutions depended on how they fared at the training as this would reflect in the future when they are to implement the skills they have acquired.
The Principal of the CSTC, Mrs. Dora Dei-Tumi, commended the government for funding the training so that all civil servants could benefit from it since this would contribute to growth in the service.
'For the civil service to be functional, it is necessary to ensure that civil servants go through the requisite capacity building interventions to keep us abreast with the dynamics of the system as well as prepare us for our senior-level positions,' she explained.
She noted that the CSTC was particular about the evaluation of the trainees and would make sure that trainees were visited at their various institutions after three months of study to assess how they were implementing their action plans.
