Less than one week after the inauguration of President Nana Addo Dankwa Akufo-Addo, Ghanaians have been hit with either the creation of new or the maintaining and restructuring of existing ministries in the previous government.
And this early exercise, coupled with the calibre of persons appointed to man the various portfolios, is set to usher the country into the dawn of a new political administration.
The Ministries of Petroleum and that of Power, which were operational in the days of former President John Dramani Mahama, have been merged. It is now called the Ministry of Energy.
Apart from the merger, new ministries have also been created. The Ministry of Regional Re-organisation and Special Projects is one of them, while that of Monitoring and Evaluation is the other.
Also of essence is the Ministry of Water Resources, Works and Housing in the previous government. President Akufo-Addo prefers to split it into that of Sanitation and Water Resources and also Works and Housing.
A former Attorney-General under the erstwhile President John Kufuor administration and Second Deputy Speaker of Parliament, Joe Nana Ghartey, will have the opportunity to open the gates to a new ministry in Ghanaian history – Railways Development.
The announcement of the appointments may have come a bit too early, when compared with Ghanaians’ experiences with previous governments, which needed not less than six months to put their teams together. But to the new administration, it is the surest way to hit the ground running to solve the myriad of problems Ghanaians are faced with, because the people of this country are not prepared for excuses.
In appointing a person to the Ministry of Regional Re-organisation and Special Projects, President Nana said he needed “a heavy hitter, a political weight” and technical, and saw that in Mr Dan Kweku Botwe, a former General Secretary of the New Patriotic Party (NPP). Mr Botwe actually led the NPP to victory in 2001.
At a press conference at the Flagstaff House yesterday, the President explained that the ministry would supervise the creation of new regions, as promised by the NPP. The party, as part of its campaign, promised to split the Volta Region to now have a new area – the Oti Region, and another from the Western Region, expected to be known as the Western-North Region.
Professor Kwabena Frimpong Boateng, who is to occupy the Ministry of Environment, Science, Technology and Innovation, has been applauded by many. His wealth of contributions to the area of science and knowledge around the world is not in doubt.
It has been the argument of Ghanaians that unlike appointees in the erstwhile Mahama administration, confidence has been reposed in the likes Mr. Alan Kwadwo Kyerematen, Mr. Joseph Kofi Adda, Dr Anthony Osei Akoto, Mr. Yaw Osafo Maafo and Ignatius Baffuor Awuah, among others, to help the President realise his promises to the people of Ghana.
While most of these personalities have proven track records in the administration of ex-President Kufuor, the others have their profiles and credentials speaking volumes about them.
