In a statement issued on Friday, the Ministry described the alleged conduct as a grave violation of dignity and privacy, stressing that the non-consensual recording and distribution of intimate images constitute a criminal offence under Ghanaian law.
Preliminary information, the Ministry disclosed, suggests that the individual involved may no longer be within Ghana’s jurisdiction. However, it emphasised that this does not diminish the seriousness of the allegations nor absolve the State of its responsibility to pursue accountability.
“The non-consensual recording and distribution of intimate images is a criminal offence and a clear violation of dignity and privacy,” the statement underscored.
The Ministry revealed that prior to the emergence of the current reports, it had already been collaborating with the Ministry of Communication and Digital Innovations and its relevant agencies to strengthen preventive and responsive mechanisms against image-based sexual abuse.
According to the statement, these measures include digital safety interventions, structured engagement with online platforms, and the establishment of reporting and takedown mechanisms for abusive content. Authorities are now applying these frameworks to the matter under investigation.
The MoGCSP further disclosed that it is working closely with the Ghana Police Service, other security institutions, and international partners to explore all lawful avenues available, including cross-border cooperation and mutual legal assistance where necessary.
In addition to investigative steps, the Ministry is coordinating psychosocial care and legal support for affected individuals through confidential channels to safeguard their privacy and well-being. It also reminded the public that toll-free helplines are available for complaints, enquiries, and reports of abuse and violence.
The Ministry urged Ghanaians to exercise caution in both online and offline interactions, particularly in an era where digital tools can be misused to exploit personal vulnerability.
Reaffirming its mandate, the Ministry pledged to protect the rights, safety, and dignity of all persons, assuring that jurisdictional limitations will not prevent appropriate action from being pursued.
