Mahama Moves to Revive Abandoned UTAS Laboratory Project

President John Dramani Mahama has pledged to complete the abandoned four-storey central laboratory complex at the University of Technology and Applied Sciences (UTAS), Navrongo, as part of his government’s drive to put stalled public projects to productive use.

The President made the commitment during an inspection of the project on Thursday, August 13, 2026, as part of his #ResettingGhana Tour of the Upper East Region.

According to the Jubilee House, President Mahama said public projects on which taxpayers’ money had already been spent could not be allowed to remain abandoned.

The UTAS laboratory project was commenced in 2016 but subsequently stalled. It is now expected to be completed and handed over in 2027.

When completed, the facility will provide modern infrastructure for teaching, research, innovation and practical training at the university.

President Mahama’s intervention forms part of his administration’s stated commitment to completing abandoned and stalled public projects rather than allowing public investments to deteriorate.

During the inspection, the President also directed the Ministry of Roads and Highways to include UTAS’s request for about five kilometres of internal roads in its project inventory.

He described the request as achievable, according to the Jubilee House.

The proposed internal roads are expected to improve access and movement within the university and support the development of its facilities.

President Mahama also reaffirmed his government’s commitment to strengthening Science, Technology, Engineering and Mathematics (STEM) education.

He further expressed support for UTAS’s plans to establish a medical school, saying the initiative would help expand Ghana’s capacity to train doctors.

The proposed medical school would add to the country’s existing institutions for medical training at a time when increasing the capacity to produce health professionals remains an important national objective.

The President’s visit to UTAS was part of his tour of the Upper East Region, during which he has been inspecting development projects and engaging stakeholders on the government’s development agenda.

The Jubilee House did not, in the material announcing the President’s inspection, provide details of the funding arrangement or the specific contractor and completion cost for the laboratory project.
