Dr Eric Oduro Osae, Dean of Studies and Research at the Institute of Local Government Studies, has urged the government to work on the sustainability of the Nations Builders Corps (NaBCo) programme to avoid coughing GH¢3billion.
“The government should develop a sustainability plan so that government will not have to cough the GH¢3billion every year to support the programme, looking at the financial restraints of the country, the government cannot provide GH¢3billion every time to pay the beneficiaries of the programme,” he cautioned.
It is a government initiative to address graduate unemployment to solve social problems and focus of the initiative is to solve public service delivery in health, education, agriculture, technology, governance and drive revenue mobilisation and collection.
Dr Osae explained that an average turnout of graduates was about 300,000 each year and with the economy not expanding to absorb all of the graduates’ stopgap measure like NaBCo was commendable.
“The government should decentralise the programme and allow local government to have direct access to the programme to help sustainability and productivity. Giving access to local government will allow them direct contact with the beneficiaries.
“Instead of always looking to the central government every time for the needed help, the
beneficiaries working with their preferred districts will help sustainability of the programme through the assemblies.
“Local government when given authority over the NaBCo programme will always be able to absorb the nation builders, pay them, put them out there to work and mobilise revenue.
“When revenue is generated, the pay for nation builders will come from the revenue which will save the country more and prevent the government from digging into state coffers.
“The government should allow the local government to make good use of the programme and its recruits to increase productivity, revenue and reduce unemployment to be revised to meet growing changing needs of the citizenry.
“The continuous revision of the module will ensure relevance of the programme to the changing needs of the people,” Dr Osae stressed. –myjoyonline.com
