The Member of Parliament for Ahafo Ano North Constituency, Eric Nana Agyemang Prempeh, has called for significant increase in the amount of money allocated to a dedicated fund used for disaster management.
Contributing to a debate in Parliament after the vetting of Minister-designate for Interior, Prempeh called on the sector minister to identify additional sources for the disaster fund.
“Mr Speaker, I want to draw Hon Muntaka’s attention to Act 927 which states among other things, there shall be national disaster fund. Why I’m I drawing his attention? Mr Speaker, when NADMO staff go to disaster scenes, sometimes they are attacked and prevented from carrying out their duties. Why because in carrying out their activities in daily need assessment, some people think there will not be relief item and therefore they prevent them from doing so. But Mr Speaker, that’s not the fault of NADMO staff. It is as a result of financial problems, late release of funds to NADMO. That’s why those things happen. So I want to draw his attention that the Act talks about the source of funding,” he suggested.
Nana Agyemang Prempeh, who was the former Director General of NADMO, said current level of support to NADMO is considered insufficient to effectively respond to growing natural disasters and their aftereffects.
He was of the view that, inadequate funding can lead to delays in rebuilding and hinder the ability of local government to support affected communities.
National Disaster Management Fund to deal with Management of disasters in the country has been established since 2017.
The establishment of the fund was in line with the new National Disaster Management Act,2015 (Act 927).
Monies that would accrue in the fund would come from appropriation by Parliament, three percent of the share of the District Assemblies Common Fund ( DACF) and each district subject to a formula approved by the house in accordance with article 252 of the constitution, advances from the contingency fund referred to in Article 177 of the Constitution, funds from investments by the NADMO, grants and donations and other voluntary contributions from individuals or corporate institutions.
