FIFA has approved a key regulatory change allowing the Afghan Women’s Refugee Team to take part in official FIFA competitions.
The decision was taken by the FIFA Council following the team’s creation and its debut at the FIFA Unites â Women’s Series 2025. To make this possible, FIFA has amended its Governance Regulations to formally recognise the team’s eligibility to compete.
FIFA President Gianni Infantino described the move as an important step in expanding opportunities within the game.
“We are proud of the journey initiated by Afghan Women United, and with this initiative, we aim to enable them, as well as other Member Associations that may not be able to register a national or representative team, to take the next step,” he said.
The decision also opens the door for similar cases in the future, where teams unable to compete under traditional national structures may still be given a pathway into international football.
FIFA said the initiative will be implemented in coordination with the relevant continental confederations to ensure proper integration into competitions.
