The Coalition of Domestic Election Observers (CODEO) has announced the deployment of over 4,000 trained observers nationwide to ensure the presidential and parliamentary elections scheduled for tomorrow, December 7, 2024, are free, fair, and transparent.
Speaking at the launch of the National Information Center (NIC) in Accra, Rev. Dr. Fred Deegbe, Co-Chair of CODEO, emphasized the significance of the initiative in safeguarding Ghana’s democratic processes. The NIC is expected to serve as a central hub for monitoring and data coordination during the elections.
Comprehensive Observation Deployment
CODEO’s deployment plan includes a robust presence across all 276 constituencies in the country.
The Coalition will ensure a total of 3,401 Rapid Response Observers (RROs), comprising 1,500 Parallel Vote Tabulation (PVT) observers and 1,000 youth observers, will monitor activities at polling stations, covering everything from setup to the declaration of results.
There will also 307 regional coordinators and constituency supervisors, along with members of CODEO’s advisory board, who will operate as roaming observer to provide additional oversight in all constituencies.
Additionally, 276 observers will be stationed at constituency collation centers as well as the 16 regional collation centers, and two at the National Collation Center in Accra.
CODEO will further employ the Parallel Vote Tabulation (PVT) methodology to enhance the credibility of the electoral process.
This statistical technique involves observers recording official presidential results declared at their assigned polling stations and submitting them to CODEO.
The results will be used to estimate national outcomes, serving as a benchmark against the Electoral Commission’s official results.
“This method not only deters manipulation but also builds public confidence in the electoral process,”he stated .
Extensive Observer Preparation
Since October, CODEO has conducted rigorous training for its observers, focusing on electoral laws, observation techniques, and codes of conduct. Two national simulation exercises on December 3 and December 5 tested the readiness of observers and communication systems.
“All our observers have been accredited by the Electoral Commission, and we are confident they are fully prepared to undertake this critical national duty,” the Co-Chair added.
A Call for Peace and Participation
Rev. Dr. Deegbe urged all stakeholders—voters, political parties, and election officials—to uphold peace and integrity throughout the electoral process. “Credible elections are the foundation of democracy,” he said, highlighting the NIC’s pivotal role in ensuring accurate and timely reporting of results.
