When it comes to appointments made by the President of the country, the ministerial ones, other than the rest mostly catch public attention.
That being so, even the man on the street take interest in monitoring the performance of ministers rather than the chief executives of public institutions.
Can it be concluded that the members of the public think the actions of ministries and their ministers have direct impact on their lives?
It is instructive to note that the actions and inaction of certain state organisations other than the ministries can have more serious debilitating effects on governance and, for that matter, the lives of the people.
One such organisations is the State Interests and Governance Authority (SIGA), an organisation formed to facilitate performance management in SOEs and other prescribed bodies, within the framework of Government policy, to ensure that they operate efficiently, effectively and profitably thereby contributing towards the socio-economic development of Ghana.
In our today’s edition is a story in which the branch of the National Democratic Congress (NDC) party in the Shai-Osudoku Constituency in the Greater Accra Region is congratulating Professor Michael Kpessa-Whyte, a renowned political scientist and researcher, as well a widely-published scholar, on his appointment as the Acting Director-General (D-G) of SIGA.
The party’s executive describes the professor’s appointment as a testament to his exceptional leadership skills, academic excellence, and unwavering commitment to public service.
The story also chronicles the professor’s academic and skills attainments, as well as his experiences in academia and public service, including his contributions to both national and international policymaking, and expresses the optimism that Prof. Kpessa-Whyte would ensure state-owned enterprises operate efficiently and effectively within their mandates, having his vision for SIGA driving growth, development, and prosperity for all Ghanaians.
The Ghanaian Times also has the confidence in Prof. Kpessa-Whyte that he has the knowledge and skills to deliver but that is not enough; he has to go the extra mile to make a difference.
Our stand is based on SIGA’s history as an organisation that has metamorphosed from the State Enterprise Secretariat (SES), incorporated under a Legislative Instrument (LI 47) in 1965 with the mandate to promote the efficient and profitable operations of statutory corporations engaged in trade and industry within the framework of government policy.
That is to say that SIGA, which came into being in August 2019, has predecessors showing up from 1965 and the records show that they could not meet expectations.
If what then President Nana Addo Dankwa Akufo-Addo said on the day of its inauguration, August 19, 2019, was not mere propaganda but the true state of affairs, then it sums up the need to have SIGA and good advice for anyone who heads that unique institution.
Listen to him: “SIGA is a new institution, and my expectation is that you would help develop a new culture and should not be bounded by the old culture and practices of its predecessors. It is a general agreement that these old institutions did not work in the interest of our people and our country, and that is the reason why a new authority has been brought into being. So, the attitude must be new king, new law; a new authority, a new culture; a culture of accountable governance and of respecting the norms; sensibilities and practice of good corporate governance not only amongst yourself but also the institutions that report to you.”
This is a good enough living word to Prof. Kpessa-Whyte to help him succeed.
